Yup, this is Zebron.
The best and most badass Mortal Kombat Kharacter ever who never made it into a game. This guy is one of the many jokes the Mortal Kombat developers and especially Ed Boon liked to play to mess with the MK kommunity
They seemed to be halfway serious when they included a concept artwork of Zebron into the big Krypt of Mortal Kombat: Deadly Alliance though.
Who knows, maybe he will become a playable kharacter in a future MK just like Tremor or Skarlet in the last years.
